Both myself and PCSO While have established good links with local youths in the area and this has helped to improve the neighbourhood for everyone. Police will continue to provide the reassuring presence of a uniformed officer in the Parks and surrounding areas We continue to make sure that strong links with shopkeepers and residents continue.
North camp is subject to a designated dispersal area which has been running for approximately two years. This provides Mitch and myself with an effective tool to allow us to remove groups of youths from within the area. It was used mostly during the summer months due to the number of anti social behavior related calls. This does not prevent youths being in the location, if they are not doing anything wrong and we encourage youths to be in the parks
As part of continual efforts to prevent youths offending and causing anti-social behavior, officers support secondary schools in the area through implementing and monitoring Acceptable Behavior Contracts (ABCs) within schools. Police Community Support Officers are building good relationships with local schools
Police Community Support Officers (PCSOs) have attended a number of resident meetings, and multi-agency meetings, to increase police understanding of local issues and their involvement for long-term solutions. Neighbourhood Watch schemes are getting set up as a result of this activity if you would like to join a neighbourhood scheme in your area please contact us.
The team actively target known and persistent offenders. A youth from the area is currently in prison after breaching his ASBO over 20 times.
Officers work closely with victims of crime and give advice, support and information to prevent further difficulties in the future.
Beat surgeries or street briefings as they are also known are a new initiative that has come about with the change in direction of local policing. Safer Neighbourhood Policing strives to give communities better access to their police services and by holding beat surgeries is just one way that police are able to listen and understand local concerns. These briefings also encourage the police and residents to find local solutions for local problems. The next meeting will be held in Camp road North camp on 12/03/08 between 1100 and 1400 hours Both Mitch and I will be available with local councilors to talk about local issues.
Due to an increase in the number of reports of shed breaks and criminal damage in high street area we are increasing patrols and also holding a residents meeting this will take place on 13/02/08 at a local venue A recent environmental review has taken place and the results are being monitored and various agencies will deal with matters raised.
We also have two priorities at the moment which are:
1) Reduce Anti Social Behaviour in Section 30 dispersal area
2) Reduce criminal damage and non dwelling burglaries in High street, Gordon Road and Morris Road
These are set by the local residents and if they haveany other issues they can email their councillors or police about them and they can be nominated as a beat priority at a later date.
October 2007
Its been a busy time during the summer with youths hanging around North Camp. This is the reason why it has been so long since the last update. High visibility policing Operations were run at the beginning of the summer school holidays to stamp down on the problems. Youths had alcohol removed and large groups were dispersed from the town centre, Cove green and also North camp areas. Over 100 letters were sent home to parents and anyone getting three letters in the summer period has been referred to sign an Acceptable behaviour Contract. This is an agreement between the young person, Rushmoor borough Council and also the police. Conditions can include not to be in a group, not to drink alcohol in public place and curfews. Any breaches of this Contract will go towards obtaining an ASBO at a later date. At this stage 5 youths are in the process of signing contracts.
The evenings are getting darker earlier and that means that Halloween and Bonfire night are close. Shops will be asked not to sell eggs to youths in the run up to Halloween. Youths can be arrested for carrying eggs, this is going equipped for criminal damage. Parents are reminded to only allow their children to visits addresses of people they know when trick or treating. Many elderly people get scared when youths knock on doors asking for money.
It is also an offence to carrying Fireworks and any person found in possession of them will be given an £80 ticket Hampshire police will have as many officers on patrol on foot and on cycles in the week leading up to both nights. Offences will be dealt with robustly So please remember to be safe and if possible go to an organised fireworks display.

The nice spring weather is now with us and the nights are getting
lighter so it is that time of year when the arrangements for the
summer months have to be put in place. Hopefully you have all read
in the local papers that the dispersal area has been put on North
camp again. It was signed up by our superintendent under consultation
with rushmoor borough council It last for 6 months and can be reviewed
at this stage. While this dispersal order is in place police can
request that any groups of youths who are causing anti social problems
to disperse from the area. If they live outside the area
then they cannot return within 24 hours. Also any youths who are
not under control of a parent after 9pm can be returned home.
The idea of the dispersal area is not to stop youths having fun
or being in an area like the park but if they are in groups during
the evening causing anti social behaviour then it will effect them.
If they are stopped then they will be given a stop/search form giving
full details of the reason they were stopped.
Also a reminder DO NOT LEAVE ITEMS OF VALUE IN YOUR CAR. We are
still having sat navs stolen as drivers are leaving them on display
in the windscreen. If you see one then please call 101 to report
it. Also wipe away the ring left when you remove it as this is a
good sign for anyone wishing to break into your
A final piece of good news PCSO Mitchell While joins the beat on
Monday He will be out of patrol looking at all of the Hot spots along
with other minor crime. If you see him out and about please
say hello and give him your normal North Camp welcome.

It is that funny time of year between fireworks night and Christmas
when the nights are getting dark before the kids leave school and
I cannot remember a day when it has not been raining. The problem
with the youths has gone away for the moment and for most of them
it is too cold to sit outside. They prefer to be at home watching
X factor or Come dancing. Halloween was quiet with not many reported
incidents and fireworks night was quiet before 11pm. It seems very
few people had their own fireworks and many of them preferred to
go to the big displays.
During November we had a series of dwelling burglaries with the
persons responsible leaving the premises in a mess. They were pouring
food stuff and paint all over the place and then leaving with very
small amounts of property. Several hours of foot patrol were put
in the area around Avenue Road, Woburn Avenue, Tregolls road and
surrounding locations. Several people in the area were checked and
searched in an attempt to locate the offenders. Members of the public
come out of their houses and said how nice it was to see the "old
fashioned beat bobby" again. A number of people have since been
arrested and the investigation is still ongoing.
With the run up to Christmas I would like to remind people to keep
your property safe. Do not leave Christmas presents in view in cars
or under the tree where they can be seen by anyone who would want
to steal them. Also Sat Navs and mobiles are still being taken from
cars If you have either of them do not leave them in the glove box
Holders should be removed and any marks on the windows wiped off.
When you have opened your presents remember to hide the boxes and
not leave them in view. I am sure you would rather keep your new
presents to yourself and they are not taken by anyone else.
We are currently investigating a series of card uses linked to the
Total garages in the area. Customers are using their cards in the
fuel stations and within a few days the cards are used in Thailand.
A member of staff has been arrested and is currently on police bail
The investigation into this offence will take time due to the number
of cards which have been used. If you have yet to report any usages
to the police please take a bank statement into FARNBOROUGH or ALDERSHOT
police station as soon as possible.
Finally I would like to wish everyone who reads this neighbourhood
watch report a happy Christmas and a great new year. Remember to
keep yourself safe and if you are drinking at any parties sort out
your lift home before going. It is not safe to drink and drive.

2nd November 2006 Police are investigating an allegation of assault which happened
at Manhattans restaurant in North camp at approx 2130 on 25/10/06.
A female entered the restaurant and was abusive towards customers
who were dining on the premises The female was asked to leave
by the manager and refused. Whilst being escorted off the premises
by the manager, the female and one of her friends assaulted him.
Both females were arrested shortly afterwards by police officers
who had arrived at the scene. Both Females are currently on police
bail.
Community beat manager APS 3977 Henderson-Parish has said This
matter will be investigated fully and any witnesses not connected
to either the staff or the females concerned are asked to contact
me so a full account of what happened can be obtained. The customers
in the restaurant should be allowed to eat there meal in peace
and not have to put up with anti social behaviour either outside
or inside the restaurant. Extra police patrols will be in the area to
deal with this behaviour.
Update
14th July
A 50-year-old
man has been charged with the murder of Farnborough woman, Janet
Lane.
Graham
Jacobs, of Alexandra Road, Farnborough, has been charged with murder
and arson with intent to endanger life.
He appeared
before Aldershot Magistrates Court on Friday, July 14 and was remanded
in custody to appear at Winchester Crown Court on Friday, July
21.
Janet
Lane’s body was discovered in her home in Somerset Road following
a fire at the property on Thursday, February 2. A post mortem showed
she died from a puncture wound.
Update 7th July 2006
Anti
social youths are still causing problems in North camp Recently
a group were seen in KG 5 at 0400 in the morning. Several have
been moved on under the Dispersal area and two have recently pleaded
guilty in court.
Another
issue which is starting up is youths on mini bikes These bikes
are ones which travel at approx 20mph To ride these on the road
you need Insurance, a driving licence and also an MOT certificate.
If you are caught then you will be prosecuted and will also have
the bike seized and destroyed
These
bikes are for riding on Private property only and should not be
used on roads or pavements
Also
if you are caught riding a scooter in an anti social or inconsiderate
manner then you risk having the bike seized under sec 59 of the
road traffic act. This will then cost you over £200 to recover
the bike.
Some
good news
Due
to information received by email from a reader of this web page,
a property was searched for drugs and a quantity seized. It goes
to show that information sharing is a useful tool and I would encourage
readers to email or
call me if they have any further information they wish to share
with police
Update 12th June 2006
The
story of the week is the escape bull from The abattoir in Peabody
road. The bull escaped about 1400 hours and police were deployed
at 1405. The first unit arrived shortly before 1415 hours. Several
road closures were put in place as the bull wondered the streets
and finally ended up on the A325 near to the airfield.
The
A325 was closed and police marksmen were called to deal with the
bull who was shot and taken back to the abattoir by staff and the
road reopened.
This
incident was dealt with as critical and road closures were necessary
for the protection of the residents of North Camp Approximately
20 - 30 police officers were used to deal with this and no damage
or injuries were reported by any members of the public.
Apart
from this the weekend was quiet in relation to Anti social behaviour
Only 5 calls were made during the last week, 2 were in the area
of Woburn avenue A request has been made for the remote CCTV camera
from RUSHMOOR to be placed in this location
The
other three were around Peabody road, Reading road and the Queens
Road Park.
About the Section 30 Dispersal Area
This
covers the whole of North Camp including Queens road, King Goerge
V playing fields and also priory street parks. The law allows us
to disperse groups of two or more youths who are causing or may
cause anti social behaviour.
If the youths do not live in the area they are not allowed to return to the
area within 24 hours If they do they will be arrested.
If any youth does not leave the area immediately on the request again they
can be arrested.
Also any youth who is under 16 can be removed to their home address if not
under the control of an adult between 2100 and 0600.
The period of this order is between 01/04/06 and 31/08/06.
Maps are available from Farnborough police station and signs have been placed
on lamp posts in the relevant areas.
Update Friday
12th May
Over
75 youths started drinking in KG5 Due to the early warning by CCTV
we attended and seized over 50 cans and bottles of alcohol Then
later in the evening we were called back and again seized over
50 cans and bottles The youths were dispersed under the section
30 dispersal order and during the evening three arrests were made.
Due
to the prompt action we only received 5 calls from residents and
no reports of damage
